According to the managers of the Fund, its budget deficit totaled UAH 606 million as of July 1, 2010, being expected to comprise UAH 1 billion by the end of the year.
H.P.Kharkovskyi, Head of the Trade Union Federation of Khmelnytskyi region, drew attention to the arrears before the insurers in the coverage of sick leave certificates and recreation services, which totals UAH 14,5 million as of July 1, 2010.
The Committee members believe that failure of the forecasted macroeconomic performance in the remuneration of labour of paid employees accounts for this situation.
The Committee has repeatedly drawn attention of the former and acting Governments to the problems in the state insurance funds due to the non-fulfillment of obligations connected with timely and full payments of the compulsory social insurance fees to the insurers.
The Committee resolved to address the Cabinet of Ministers of Ukraine with a proposal that the bill on the State Budget of Ukraine for 2011 allocated funds to the Ministry of Coal-Mining Industry to cover the arrears of the coal-mining enterprises in drawing accounts, and in the payment of insurance fees to the Fund for Social Insurance against Accidents at Work and the Unemployment Insurance Fund.
To stabilize the activity of the Funds and guarantee financial support and social security of the insured, V.H.Khara, Committee Chairman, shall set up a working group to work on the proposals of the funds and parties involved and draft the bill on the issues raised.
The working group shall draft the bill on amendments to the legislative acts of Ukraine on compulsory state social insurance within a week, submitting it to the Parliament.
